我们刚刚步入2015年。拉美和加勒比的朋友们为了推进中拉论坛建设、促进中拉全面合作伙伴关系发展，不远万里来到北京，同我们相聚一堂。我谨代表中拉论坛中方筹备委员会和中国外交部，再次对你们表示热烈欢迎。
A few days into 2015, we are gathering here with Latin American and Caribbean (LAC) friends who have traveled long distances to Beijing for the development of the China-CELAC Forum and the growth of China-LAC partnership of comprehensive cooperation. On behalf of the Forum’s preparatory committee on the Chinese side and the Chinese Foreign Ministry, I would like to extend a warm welcome to you all.
今天上午，我们隆重举行了中拉论坛首届部长级会议开幕式。习近平主席和索利斯总统、科雷亚总统、马杜罗总统、克里斯蒂总理亲临会场。习主席发表重要讲话，对开好这次会议发挥了重要引领作用。
This morning, the first ministerial meeting of the Forum was opened in grand style. We were honored to have the presence of President Xi Jinping, President Solis, President Correa, President Maduro and President Christie. President Xi gave a speech which provides important guidance to us in making this meeting a success.
今天下午和明天上午，我们将围绕“新平台、新起点、新机遇——共同努力推进中拉全面合作伙伴关系”这一会议主题，本着合作共赢、开放包容的精神，坦诚深入交流，凝聚政治意愿，锁定会议成果。我相信，在我们共同努力下，这次会议一定会达到预期目的，取得圆满成功。
This afternoon and tomorrow morning, we will have sincere and thorough discussions under the theme of “New Platform, New Starting Point, New Opportunity – Joint Efforts to Promote China-Latin America and the Caribbean Partnership of Comprehensive Cooperation” in a spirit of win-win cooperation, openness and inclusiveness. We will do our best to build political will and deliver tangible results. I am sure that with our joint efforts, the meeting will fulfill all its tasks and achieve a great success.
作为引导性发言，我愿谈三点意见：
To enable a productive discussion, I would like to make three points.
第一点，谈谈中拉论坛成立的经纬。
论坛的成立并非偶然，而是我们加强相互交往的结果和追求共同利益的需求。中国与拉美和加勒比国家相距遥远，但有着悠久的交往历史。中国人的祖先横渡太平洋，同拉美人民相互交换特色产品和先进生产技术，促进了人类文明发展进步。在争取民族解放、捍卫国家主权、建设现代化国家的奋斗中，双方人民相互声援、彼此支持，结下了深厚的友谊。
First, let me put the China-CELAC Forum in context. The Forum was not established by chance, but rather it was born out of the ever closer interactions between us and our mutual desire to advance our common interests. The geographical distance between China and LAC countries has not stopped us from having a long history of exchanges. Our Chinese ancestors had sailed across the Pacific to trade products and advanced production techniques with the locals. These historical exchanges contributed to the progress of human civilization. Then in our respective struggles to liberate our nations, uphold sovereignty and pursue modernization, our peoples showed solidarity and support for each other, thus forging a profound friendship.
新世纪以来，中拉把握共同发展的主题，不断加强各领域交流合作，在国际事务中保持密切协调配合，共同应对国际金融危机挑战，推动双方关系实现跨越式发展。双方利益广泛交融的关系格局逐渐形成，为探索中拉关系新的发展模式创造了更好条件，打下了良好基础。
Since the turn of the century, China and LAC countries, focusing on common development, have strengthened interactions and multi-faceted cooperation, maintained close coordination and cooperation in international affairs, stood together in countering the global financial crisis and grown our relations by leaps and bounds. With ever broader common interests, we have created better conditions and a solid foundation for establishing a new model for China-LAC relations.
随着全球经济融合步伐加快，区域一体化和跨区域合作蓬勃发展，中拉双方在更广泛领域拓展互利合作的意愿更加强烈。2011年12月，涵盖拉美和加勒比所有国家的拉共体正式成立，为中拉开展整体合作、打造新的合作平台提供了重要契机。
As global economic integration gathers pace and regional integration and trans-regional cooperation thrive, China and LAC countries have shown a stronger desire to expand our win-win cooperation into broader areas. In December 2011, CELAC, a regional organization that covers all countries in Latin America and the Caribbean, came into being, offering an important opportunity for China to carry out cooperation and establish a new platform with LAC countries as a group.
2013年以来，在中拉领导人亲自关心和推动下，双方探讨整体合作的进程明显加快。特别是，2014年1月，拉共体古巴峰会专门通过《关于支持建立中拉论坛的特别声明》，明确表达了拉美和加勒比国家的积极意愿。2014年7月，习近平主席出访拉美期间，同拉美国家领导人在巴西成功举行历史性会晤，决定正式成立中拉论坛并尽早举行论坛首届部长级会议，从最高层次上宣示了双方推进整体合作的政治共识，为搭建中拉整体合作新平台开辟了道路。
Since 2013, thanks to the personal attention and support of Chinese and LAC leaders, our discussions on China-LAC cooperation have been accelerated. In particular, in January 2014, CELAC adopted a Special Declaration on the Establishment of the China-CELAC Forum at a summit held in Cuba, which expressed the positive attitude of LAC countries. Last July, during his visit to the region, President Xi had a historic meeting with LAC leaders in Brasilia. They decided to launch the China-CELAC Forum and hold its first ministerial meeting as soon as possible. So at the highest political level, our leaders have expressed their agreement to advance China-LAC cooperation, paving the way for our efforts to create a new platform for such cooperation.
第二点，如何打造好中拉论坛这个整体合作的新平台？
Second, how to ensure the success of the China-CELAC Forum, a new platform for overall cooperation?
今天，我们在这里举行中拉论坛首届部长级会议，共同见证中拉整体合作从构想变为现实，是落实双方领导人共识的重要步骤。我们深感责任重大。
Today, at the First Ministerial Meeting of the China-CELAC Forum, we witness the translation of the vision for China-CELAC overall cooperation into reality, which is an important step forward in implementing the consensus of our leaders. We are fully aware of the huge responsibility on our shoulders.
习近平主席在今天上午的致辞中，代表中国政府，从战略高度和长远角度，就如何建设好中拉论坛提出了指导性意见，明确指出首先要坚持平等相待的合作原则，这也是中方与所有国家开展合作所坚持的原则，赢得了全场热烈鼓掌；其次要坚持互利共赢的合作目标；第三要坚持灵活务实的合作方式，第四要坚持开放包容的合作精神。这四个原则都很重要，代表了中拉双方的共同心愿，我愿作一些解读：
In his address this morning, President Xi proposed, on behalf of the Chinese government, the guiding principles on how to ensure the success of the China-CELAC Forum from a strategic and long-term perspective. He unequivocally pointed out that we need to, first of all, commit ourselves to the cooperation principle of acting as equal partners, the principle underpinning China’s cooperation with all countries. His words won a warm round of applause from the audience. Second, we need to adhere to the goal of win-win cooperation. Third, we need to pursue cooperation in flexible and pragmatic ways. Fourth, we need to ensure open and inclusive cooperation. These four principles are all very important as they represent the common aspiration of both sides. Here I would like to share with you some of my observations on the development of China-CELAC Forum.
——做好顶层设计，是论坛建设和发展的首要任务。中国有句古话，“凡事预则立，不预则废。”如果说中拉论坛是一座高楼大厦，绘制蓝图就是其建设进程的第一步。我们双方本着相互尊重、平等相待的精神，通过深入沟通和密切磋商，共同起草并将通过《中拉论坛首届部长级会议北京宣言》、《中国与拉美和加勒比国家合作规划（2015-2019）》、《中拉论坛机制设置和运行规则》三个成果文件。这三个文件作为一个整体，将构成中拉论坛的政策依据、行动纲领和机制保障，对论坛未来顺利发展意义重大。
Making sound top-level planning is of primary importance. As an ancient Chinese saying goes, “Preparedness ensures success and unpreparedness spells failure.” If we compare the China-CELAC Forum to a tall building, drawing the blueprint is the first step of its construction process. Through in-depth communication and frequent consultations in the spirit of mutual respect and equality, our two sides have jointly drafted and will adopt three outcome documents, namely, the Beijing Declaration of the First Ministerial Meeting of the China-CELAC Forum, the China-Latin American and Caribbean Countries Cooperation Plan (2015-2019) and the Institutional Arrangements and Operating Rules of China-CELAC Forum. These documents, serving as policy bases, action plans and institutional guarantees, is of great importance for the Forum’s smooth development in the future.
——推动互利合作，是论坛建设和发展的核心内容。中拉国情不同，发展各具特色、互补性强，双方合作潜力巨大。中拉只要发挥各自优势，广泛开展互利合作，就能把论坛做实做强，使论坛获得不竭的动力。我们共同制订了《中拉合作规划（2015-2019）》，是一件了不起的事情。这个文件涵盖政治与安全、贸易投资金融、基础设施、能源资源、工业农业、科技创新、人文交流等13个重点合作领域，涉及国计民生的方方面面，符合双方实际，体现了合作共赢精神。这个规划付诸实施，将使中拉合作在深度和广度上达到前所未有的水平。
Promoting mutually beneficial cooperation is the central task. China and Latin American and Caribbean countries, with different national conditions and unique advantages in development, have a lot to offer each other, hence enjoying great potential for cooperation. As long as we bring into full play our respective advantages and carry out mutually beneficial cooperation in an extensive way, the Forum will be able to deliver tangible results and enjoy inexhaustible dynamism. TheChina-Latin American and Caribbean Countries Cooperation Plan (2015-2019) that we have jointly formulated is a remarkable document, as it covers 13 priority areas of cooperation, ranging from policy and security to trade, investment, finance, infrastructure, energy and resources, industry, agriculture, scientific and technological innovation and people-to-people exchanges. It has covered various sectors related to national development and people’s wellbeing, is in line with our national conditions, and demonstrates the spirit of win-win cooperation. The Cooperation Plan, when turned into reality, will deepen and broaden our cooperation as never before.
——抓好后续落实，是论坛建设和发展的重要保障。一分部署，九分落实。中拉论坛建设是长期性、战略性的任务，双方应着眼长远，脚踏实地，循序渐进，确保论坛框架内的合作持续健康发展。同时，双方也要有紧迫感，加强沟通协商，尽快在13个重点合作领域中确定和形成一批具体合作项目，争取早期收获，让双方人民早日看到中拉论坛带来的实实在在利益。
Solid follow-up implementation is important guarantee. It is often said that to get a job done, it is most important to ensure that the plan is thoroughly implemented. The development of the China-CELAC Forum is a long-term and strategic mission. We need to set our eyes on the future, make solid and incremental progress and ensure sustainable and sound development of cooperation within the framework of the Forum. On the other hand, we must have a sense of urgency and lose no time in identifying and creating a number of specific cooperation projects in the afore-mentioned 13 priority areas through close communication and consultation, so as to achieve early harvest and bring tangible benefits of the Forum to our people at an early date.
中方设立了中拉论坛中方后续行动委员会和秘书处，将与拉共体轮值主席国和其他成员国加强协作，做好论坛建设相关工作。中方将继续加强中国与拉共体“四驾马车”外长对话，办好现有的中拉农业部长、青年政治家、地方、智库等分论坛和中拉企业家高峰会。中方倡议尽快在基础设施、能矿、经济、工业、科技创新、社会政策等领域设立分论坛，推进在相关领域的互利合作，相信将得到拉共体成员国积极支持。
By establishing the Chinese Committee of the Follow-up Actions of the China-CELAC Forum and its Secretariat, China will enhance its coordination with the Presidency country and other members of CELAC to facilitate the development of the Forum. We will continue to strengthen the Dialogue of Foreign Ministers of China and the CELAC “Quartet” and ensure the success of existing forums for agricultural ministers, young political leaders, local governments cooperation and think-tanks as well as the China-LAC Business Summit. China proposes to establish, as soon as possible, forums on infrastructure, energy and mineral resources, economy, industrial development and cooperation, scientific and technologic innovation and social policies with a view to advancing the mutually beneficial cooperation in these areas. We hope to receive active support from CELAC members on the proposal.
拉美和加勒比是全球最早开启一体化进程的地区之一，区内合作和跨区域合作经验丰富。多年来，中国同其他发展中地区开展了形式多样、富有成效的整体合作。中拉双方完全可以通过互鉴经验，运用到这个论坛上，形成符合自身特点和需求的整体合作模式。
Latin America and the Caribbean, which is among the first to embark on regional integration process, has a wealth of experience on inter-regional and intra-regional cooperation. Over the years, China, on its part, has also carried out fruitful overall cooperation in various forms with other developing regions. Our two sides may well share experience, apply it to the development of the Forum and develop a model of overall cooperation that both suits our conditions and meets our needs.
第三点，通过中拉论坛达到什么样的目标？
Third, what are the goals for the China-CELAC Forum?
中拉同为发展中国家和新兴经济体，处于相似的发展阶段，面临相似的发展任务。双方以这次会议为重要契机，推进以中拉论坛为核心的整体合作，打造五位一体的中拉关系新格局，不仅符合双方根本利益，也将树立南南合作新典范。我们要通过建设好中拉论坛，争取实现以下几个目标：
China and Latin American and Caribbean countries, both as developing countries and emerging economies, are in the similar development stages and have similar development tasks. By taking this meeting as an important opportunity, we will advance the overall cooperation with focus on China-CELAC Forum and build a new, five-dimensional relationship, which not only serves the fundamental interests of both sides, but will also set a new model for the South-South cooperation. We will strive to achieve the following goals through the development of the Forum:
一是深化政治互信，做志同道合的好伙伴。双方应加强高层互访和各层级交往，积极开展治国理政经验交流。坚定支持对方走符合自身国情的发展道路，在涉及国家主权、领土完整、稳定发展、联合自强等重大核心利益问题上相互理解、相互支持。
First, deepen political trust and be good partners of shared goals. Our two sides need to strengthen high-level exchange of visits and exchanges at all the other levels and actively share governance experience. We should firmly support each other in pursuing a path suited to our respective national conditions and render each other understanding and support on major issues that concern our respective core interests such as state sovereignty, territorial integrity, stability, development and unity for strength.
二是扩大互利合作，做共同发展的好伙伴。双方应稳步落实“1+3+6”中拉务实合作新框架，共同实施好《中拉合作规划（2015-2019）》。以双方确定的重点领域合作为引领，发挥互补优势，挖掘合作潜力，实现各自的发展战略对接，不断巩固开放多元、深度交融的互利合作格局。
Second, expand win-win cooperation and be good partners for common development. Our two sides need to make solid progress in implementing the “1+3+6” new framework for China-CELAC practical cooperation and the China-Latin American and Caribbean Countries Cooperation Plan (2015-2019). By focusing on the priority areas identified by both sides, leveraging our complementary strengths and tapping the potential for cooperation, China and CELAC members will be able to bring into alignment our strategies and enhance the mutually beneficial cooperation featuring openness, diversity and inter-connected interests.
三是加强人文交流，做互学互鉴的好伙伴。在中拉论坛框架内，双方应推进立法机构、政党、地方、文教、体育、青年、新闻、旅游等领域交流合作项目，办好2016年“中拉文化交流年”，增进双方人民友好情谊，夯实中拉关系发展的民意基础。
Third, enhance people-to-people exchange and be good partners of mutual learning. Under the framework of the Forum, our two sides need to promote exchange and cooperation programs between legislatures, political parties, localities and youth as well as in culture, education, sports, media and tourism and make the Year of Cultural Exchanges in 2016 a success. In this way, we will be able to deepen the friendship between our peoples and enhance popular support for the growth of China-Latin American and Caribbean relations.
四是密切国际协作，做守望相助的好伙伴。双方应在联合国、世界贸易组织、二十国集团、亚太经合组织等国际组织和多边机制框架内，就全球治理、可持续发展、应对气候变化等重大国际地区问题加强协调配合，维护中拉双方和广大发展中国家共同利益。
Fourth, forge closer international coordination and be good partners of mutual assistance. At the UN, WTO, G20, APEC and other international organizations and multilateral mechanisms, we need to step up coordination and collaboration on major international and regional issues such as global governance, sustainable development and climate change, and uphold the common interests of China, Latin America and the Caribbean as well as other developing countries.
五是构建合作网络，做携手共进的好伙伴。双方应坚持开放包容、灵活务实，兼顾相关各方利益和关切，将整体合作同双边合作有机结合起来，将中拉论坛同中国与拉美和加勒比其他地区组织建立的对话合作机制有机结合起来，逐渐形成层次丰富、全面均衡的立体合作构架，为中拉关系这艘巨轮破浪前行提供多重动力。
Fifth, establish a cooperation network and be good partners of common progress. In conducting cooperation, we need to be open, inclusive, flexible and practical and accommodate the interests and concerns of all relevant sides. By combining the overall cooperation with bilateral cooperation and the China-CELAC Forum with other dialogue and cooperation mechanisms between China and other regional organizations of Latin America and the Caribbean, we will gradually put in place a multi-tiered, all-dimensional and balanced cooperation framework which will create multiple sources of power for the giant ship of China-Latin American and Caribbean relations to sail forward.

当前，世界形势继续发生深刻复杂变化，国际体系处于深度调整之中。和平与发展依然是时代主题，新机遇、新挑战层出不穷。谁能顺应时代潮流，抢占合作先机，谁就能赢得未来。建立中拉论坛，开展整体合作，正是我们双方立足当下、着眼长远作出的战略选择。
The world is experiencing profound and complex changes, and international architecture is undergoing in-depth adjustments. Peace and development remain the underlying trend of our times, and new opportunities and challenges keep emerging. Whoever embraces the trend of the times and seizes the opportunities for cooperation will be able to win the future. The launch of this Forum and China-CELAC overall cooperation are the strategic choices we have made by building on the current achievements and aiming at the long-term goals.
中国和拉美都正处于各自发展的关键时期。正如习近平主席在会议开幕式致辞中指出，中华民族伟大复兴的中国梦，与实现团结协作、发展振兴的拉美梦息息相关。中拉双方勇于追梦、共同圆梦，正当其时。
Both China and Latin America and the Caribbean are at a critical stage of development. As President Xi Jinping pointed out in his address at the opening ceremony of the meeting, the Chinese dream of great national renewal is closely connected with the dream of people in Latin America and the Caribbean for solidarity, collaboration, development and revitalization. It is high time for both sides to pursue and realize our dreams.
中国政府高度重视中拉关系，致力于同拉美和加勒比国家构建命运共同体。我们既要志存高远，又要一步一个脚印，扎实推进中拉论坛建设，共同奏响中拉全面合作伙伴关系“交响乐”，为推动建立以合作共赢为核心的新型国际关系，促进亚拉两个地区和世界的和平、发展与繁荣作出更大贡献！
The Chinese government values its relations with Latin America and the Caribbean and is committed to building a China-Latin American and Caribbean community of shared destiny. While keeping our eyes on the long-term goals, we need to make solid progress in advancing the China-CELAC Forum and make concerted efforts in playing the symphony of China-CELAC partnership of comprehensive cooperation, so as to make greater contribution to the establishment of a new type of international relations featuring win-win cooperation and to peace, development and prosperity of Asia, Latin America and the Caribbean and the world at large.
