一、应哈萨克斯坦共和国总理马西莫夫、塞尔维亚共和国总理武契奇、泰王国总理巴育邀请，国务院总理李克强将于12月14日至20日对哈萨克斯坦进行正式访问并举行中哈总理第二次定期会晤、出席上海合作组织成员国政府首脑理事会第十三次会议，出席在塞尔维亚举行的第三次中国—中东欧国家领导人会晤并对塞尔维亚进行正式访问，赴泰国出席大湄公河次区域经济合作第五次领导人会议。
At the invitation of Prime Minister of the Republic of Kazakhstan Karim Massimov, Prime Minister of the Republic of Serbia Aleksandar Vučić, and Prime Minister of the Kingdom of Thailand Prayut Chan-o-cha, from December 14 to 20, Premier Li Keqiang of the State Council will pay an official visit to Kazakhstan, hold the 2nd China-Kazakhstan Regular Prime Ministers’ Meeting, attend the 13th meeting of the Council of Heads of State of the Shanghai Cooperation Organization Member States, attend the 3rd Local Leaders’ Meeting of China and Central and Eastern European Countries to be held in Serbia, pay an official visit to Serbia, and attend the 5th Summit of the Greater Mekong Subregion Economic Cooperation Program to be held in Thailand.
二、经中美双方商定，第二十五届中美商贸联委会会议将于12月16日至18日在美国芝加哥举行。国务院副总理汪洋将与美国商务部长普利兹克、贸易代表弗罗曼共同主持会议。
As mutually agreed upon by China and the US, the 25th Meeting of China-US Joint Commission on Commerce and Trade will be held in Chicago, the US, from December 16 to 18. Vice Premier Wang Yang of the State Council, US Secretary of Commerce Penny Pritzker and US Trade Representative Michael Froman will co-chair the meeting.

A: Since Maldives was hit by the fresh water crisis, China answered to Maldives’ urgent call by providing humanitarian assistance at short notice. It highlights the fact that China and its neighboring countries belong to a community of shared destiny. President Yameen of Maldives said on December 9, when Male was cut off fresh water, the Chinese government responded at the earliest time possible, mobilized resources swiftly, transported large amounts of fresh water to Maldives, and provided emergency aid in cash. The Maldivian government and people are deeply grateful for China’s kindness and generous help.
目前，马尔代夫淡水危机尚未彻底解决，我们将与马方保持密切沟通，视马方需求积极研究后续援助措施。
At present, the fresh water crisis is yet to be altogether lifted, China will remain in close contact with the Maldivian side and follow up with further assistance in accordance with their needs.

Q: The US Senate released a report on December 9 showing that the US Central Intelligence Agency tortured terrorist suspects. Does China condemn such actions?

A: We have noted relevant report. China consistently opposes torture. We believe that the US side should reflect upon and rectify its relevant behavior, earnestly obey and implement the provisions of international conventions.

答：中国高度重视促进和保护人权，始终将保障13多亿人民的生存权和发展权放在首位，大力推动经济社会发展，人民生活水平全面提高。中国稳步推进民主法治建设，切实落实“国家尊重和保障人权”的宪法原则，人民享有各项人权水平不断提升。中国共产党十八届三中、四中全会分别就全面深化改革和推进依法治国作出战略部署，勾勒出中国未来发展的路径和蓝图，再次显示了中国促进和保护人权的信心和决心。
A: China attaches great importance to improving and protecting human rights. To guarantee 1.3 billion people’s right to subsistence and development has always been on the top of our priority. We have been working vigorously to promote economic and social development, elevate people’s living standards in an all-round way, steadily move forward the build-up of democracy and rule-of-law, and earnestly implement the constitutional principle that the state respects and guarantees human rights. As a result, the Chinese people are now enjoying a higher level of human rights at every metric. The 3rd and the 4th plenary sessions of the 18th CPC Central Committee laid out strategic plans respectively for comprehensively deepening reform and pushing forward the governance of the state by rule-of-law, which charted the course and drew the blueprint for China’s future development, and again demonstrated China’s confidence and resolve to improve and protect human rights.
中国一贯主张在平等和相互尊重的基础上开展人权领域建设性对话与合作，与很多国家开展人权对话与交流，增进了解，弥合分歧。中国积极参与联合国人权工作，反对将人权问题政治化和搞双重标准，与各国一道倡导以公正、客观和非选择性的方式处理人权问题，为国际人权事业发展作出了积极贡献。
It is China’s long-standing position to carry out constructive dialogue and cooperation in the field of human rights on the basis of equality and mutual respect. We have been engaging in human rights dialogue and communication with various countries so as to enhance understanding and narrow differences. China has been playing a positive role in participating in the UN human rights endeavors and opposed to politicizing human rights issue and adopting double standards. Together with other countries, China will uphold the approach of addressing human rights issue in an impartial, objective, and non-selective way, and make positive contributions to the international human rights cause.
