At the top, I would like to brief you on the work of the Chinese Ebola treatment center operating now in Liberia.
利比里亚当地时间12月5日晚至6日中午，在利比里亚诊疗中心的中国人民解放军援利医疗队先后收治了3名埃博拉疑似患者。经过检查，目前已排除1名患者感染埃博拉病毒的可能性，另外2名患者将进一步接受复查。这标志着由中方独立运营管理的援利埃博拉诊疗中心正式开始收治埃博拉疑似患者。
From the night of December 5th to the noon of December 6th local time, the medical team of the Chinese People’s Liberation Army at the treatment center had received a total of 3 suspected Ebola cases. Upon examinations, one patient had been cleared of the possibility of contracting Ebola. The other two need to undergo further examinations. This signals that the Ebola treatment center built and independently operated by China has officially begun to receive and treat Ebola suspected cases.
当前，西非国家抗击埃博拉疫情的战斗还在继续。相信中方援利埃博拉诊疗中心将为帮助利比里亚抗击埃博拉疫情发挥重要作用。
As we speak, western African countries are still fighting the battle against Ebola epidemic. We believe the Ebola treatment center built up with China’s assistance will play an important role in helping Liberia beat back Ebola epidemic.
问：据报道，近日，马尔代夫因火灾导致海水淡化设施受损，造成淡水短缺，马政府向中、印、美等国提出援助淡水请求。请介绍中国向马尔代夫提供援助情况。
Q: Maldives’ water desalination facility was damaged in fire, resulting in a shortage of fresh water. The Maldivian government appealed to China, India and the US for help. Can you brief us on China’s assistance to Maldives?
答：作为友好邻邦，中方对马尔代夫民众遭遇淡水危机感同身受，尽己所能向马方提供人道主义援助。应马政府要求，中国政府向马方提供了紧急现汇援助，并通过军舰、军机、商业航班等多种方式第一时间向马累运送淡水。中方紧急调派正在印度洋附近海域执行任务的中国海军援潜救生船长兴岛船改道赶赴马累。该船载有近700吨淡水且自带海水淡化装置，每天可产淡水70余吨，已于当地时间7日晚抵马开始供水。中国空军两架伊尔76飞机满载40吨饮用纯净水于当地时间8日凌晨抵马累。此外，中国政府以及在斯里兰卡、马尔代夫的中资企业迄已陆续通过民航班次向马空运饮用水共85吨。中国此次对马尔代夫提供紧急人道主义援助，彰显中国与周边国家是命运共同体，彰显中国亲、诚、惠、容的周边外交政策。中方还将根据马方需求积极研究后续援助措施。
A: As a friendly neighbor of Maldives, China sympathizes with the Maldivian people for what they have been going through amid the fresh water crisis and has provided humanitarian assistance to the best of its capability. At the request of the Maldivian government, the Chinese government offered emergency assistance in cash and delivered fresh water at the earliest time possible through military vessels, military aircrafts and commercial flights. China gave an immediate order to a submarine rescue ship of Chinese Navy cruising in waters off the Indian Ocean to change course and head for Male. The rescue ship has nearly 700 tons of fresh water on board and is equipped with a water desalination equipment that can produce over 70 tons of fresh water daily. It arrived in Maldives late on December 7th local time and is now supplying fresh water to the people there. Two IL-76 aircrafts of Chinese Air Force with 40 tons of drinkable water on board also arrived at Male early morning on December 8th. Besides, the Chinese government and Chinese enterprises in Sri Lanka and Maldives have transferred a total of 85 tons of fresh water to Maldives by civilian airliners. The emergency humanitarian assistance offered by China demonstrates the fact that China and its neighboring countries belong to a community of shared destiny, and reflects China’s neighborhood diplomacy featuring amity, sincerity, mutual benefit and inclusiveness. China will follow up with further assistance in accordance with the Maldives’ needs.
问：据报道，5日，美国国务院官员称，中国已向美提供在美经济逃犯名单，两国已确定具体人数并同意逐案解决。请证实并介绍中美反腐合作有关进展情况。中方将如何处置这些逃犯？
Q: On December 5, a US State Department official said that China has provided to the US with a namelist of economic fugitives now hiding in the US. China and the US have nailed down the finite number of the fugitives and agreed to address them case by case. Can you confirm that and update us on the counter-corruption cooperation between China and the US? What will happen to these fugitives?
答：12月3日至5日，中美双方在北京召开中美执法合作联合联络小组（JLG）第12次会议，美国国务院助理国务卿布朗菲尔德先生作为美方共同团长之一参加了此次会议。本次会议的一个重要议题就是反腐败追逃追赃合作，双方就进一步加强该领域合作达成重要共识。
A: From December 3rd to 5th, China and the US held the 12th meeting of the Joint Liaison Group on Law Enforcement Cooperation in Beijing. Assistant Secretary of State William R. Brownfield attended the meeting as one of the co-chairs from the US side. A major topic of this meeting is cooperation on counter-corruption, the pursuit of fugitives and the retrieval of illegal proceeds. Significant consensus has been reached on enhancing cooperation in this field.
我想再次重申，中国政府惩治腐败决心坚定，世界上没有腐败分子的“避罪天堂”。腐败分子无论逃多远、无论逃多久，中国政府都一定会将其缉拿归案，绳之以法。
I would like to reiterate that the Chinese government is resolute in its determination to fight and punish corruption. There should be no such thing as “safe haven” for corrupt officials. No matter how far they run away and how long they hide away, they will be hunted down by the Chinese government, and justice will be served.
问：英国威廉王子今天在美国发表演讲时称，中国等国没有做出足够努力禁止非法象牙交易，导致偷猎现象激增，中方对此有何回应？
Q: Prince William delivered a speech at a wildlife conference in the US. He is critical of countries like China for not doing enough to stop illegal ivory trade and for fueling a rise in poaching. What is China’s response to this?
答：中国作为《濒危野生动植物国际贸易公约》的缔约国，坚定遵守该公约，履行有关国际义务。在打击象牙走私和非法贸易方面，中方的态度是坚定的。中国政府颁布了一系列法律法规，建立了多部门联合执法机制，并积极参与国际执法合作，严厉打击象牙走私和非法贸易活动。我们希望国际社会客观看待中方所做努力。
A: As a signatory to the Convention on International Trade in Endangered Species of Wild Fauna and Flora, China has been following the Convention strictly and honoring its international obligations. On countering ivory smuggling and illegal trade, our attitude is resolute. The Chinese government has enacted a series of laws and regulations, established a joint law enforcement mechanism incorporating multiple agencies, and taken an active role in the international law enforcement cooperation to severely crack down on ivory smuggling and illegal trade. We hope the international community can view our efforts in an objective light.
问：有1名澳大利亚公民和1名新西兰公民因携带36千克冰毒进入中国境内被捕，将在广州受审，请介绍案件具体情况。
Q: An Australian citizen and a New Zealand citizen are arrested and will be trialed in Guangzhou for taking 36 kg of meth to China. Can you give us more details?
答：我不掌握有关情况。但我想指出，毒品对于社会构成严重危害，毒品贩卖在各国都是违法的。有关案件如果属实，中方的司法机关将会依法进行审理。
A: I am not aware of the specifics. However, I would like to point out that drug poses a grave danger to the society, and drug trafficking is illegal in all countries. If the relevant case you mentioned is true, it will be dealt with in accordance with the law by China’s judicial authorities.
问：据报道，美国会参院12月4日审议通过对外转让海军舰只法案，授权美总统以出售方式向台湾转让“佩里级”导弹护卫舰。中方对此有何评论？
Q: On December 4th, the US Senate deliberated and passed a bill on the transfer of navy vessels, and gave the US president a mandate to transfer Perry-class frigates to Taiwan by means of sales. What is China’s response to that?
答：美国向台湾出售武器违背美方自己在中美三个联合公报特别是“八·一七”公报中作出的明确承诺，干涉中国内政。中方对此坚决反对，并已向美方提出严正交涉。
A: The US military sales to Taiwan goes against the explicit commitments the US made in the three China-US joint communiques, the August 17 communique in particular. It constitutes an interference in China’s domestic affairs. China is firmly opposed to that and has lodged solemn representations with the US side.
我们敦促美国国会停止推动有关法案，也敦促美国行政当局采取有效措施阻止该法案通过成法，以免对中美关系造成损害。
We urge the US Congress to stop pushing forward relevant bill, and the US executive branch to take effective measures to prevent it from being legislated so as to avoid damages to the China-US relations.
问：肯尼亚警方近日以涉嫌间谍活动为由抓捕了77名中国人，能否介绍案件后续进展？
Q: The Kenyan police recently arrested 77 Chinese people on charges of conducting espionage activities. Can you give us some updates?
答：从目前看，该案有关人员很可能涉嫌电信诈骗。中国有关部门正与肯方进行沟通，协助其查清有关案情。
A: At the current stage of investigation, these people seem to be involved in a telecommunication fraud. Relevant departments in China are in communications with the Kenyan side and helping them to get to the bottom of this case.
