问：据报道，13日，日本外相岸田文雄在参院外交防卫委员会接受质询时称，四点原则共识是日中两国迄今朝着改善关系的方向在各层级进行静悄悄沟通的结果，总结了双方达成的共识。四点原则共识虽不具法律约束力，但却是两国经过磋商最终发表的内容，理应受到两国尊重。中方对此作何反应？
Q: When taking questions in the upper house committee on diplomacy and defense on November 13, Japanese Foreign Minister Fumio Kishida said that the four-point principled agreement is a result of quiet negotiations between Japan and China at various levels towards improving bilateral relations which summarizes the consensus reached by the two sides. Although the agreement is not legally binding, it is the final outcome of the consultation between the two countries and should be respected. What is China’s comment on this?
答：四点原则共识是推动中日关系走向改善的重要条件，必须得到切实遵循，才能使中日关系得以逐步改善。
A: The four-point principled agreement is an important prerequisite for the improvement of China-Japan relations. It should be earnestly followed so that China-Japan relations can move gradually towards improvement.
问：据报道，中方已确认泰国今年3月抓捕的维族偷渡者来自新疆。中方是否要求泰方遣返这些人？
Q: It is reported that the Chinese side has confirmed that the Uighur stowaways arrested by Thailand in March this year are from Xinjiang. Has the Chinese side asked the Thai side to repatriate these people?
答：中泰双方保持着沟通与合作。中方反对非法移民活动，认为这种犯罪活动干扰了国际间正常出入境秩序和人员往来，也侵害了国际社会共同利益。我们愿同包括泰国在内的国际社会加强合作，共同打击非法移民犯罪活动，维护各国及地区安全稳定。
A: The Chinese and Thai sides maintain communication and cooperation. The Chinese side opposes illegal immigration and believes that this kind of criminal activity disorders normal immigration and personnel exchanges among countries and violates the common interests of the international community. We are ready to enhance cooperation with the international community, including Thailand, to jointly crack down on the criminal activity of illegal immigration and safeguard security and stability of all countries and the region.
问：第一，中方为什么要遣返非法入境朝鲜人？第二，联合国人权理事会向联合国大会提交了涉朝鲜人权问题报告，中方对报告作何评价？
Q: First, why does the Chinese side repatriate illegal border crossers from the DPRK? Second, what is China’s comment on the report submitted by the UN Human Rights Council to the UN General Assembly on the human rights issue of the DPRK?
答：关于第一个问题，中方一直按照中国国内法、国际法和人道主义原则处理非法入境朝鲜人问题。
A: On your first question, the Chinese side always deals with the issue of illegal border crossers from the DPRK in accordance with the domestic law of China, the international law and the principle of humanitarianism.
关于第二个问题，中方一贯主张在平等和相互尊重的基础上，通过建设性的对话合作处理人权领域的分歧，反对将人权问题政治化和借人权问题向别国施压。我们希望有关方面加强对话与合作，共同致力于促进和保护人权，维护朝鲜半岛和平稳定。
On your second question, the Chinese side always maintains that differences in the field of human rights should be addressed through constructive dialogue and cooperation based on equality and mutual respect. We are opposed to politicizing the issue of human rights or putting pressure on other countries under the pretext of the issue of human rights. We hope that all relevant parties can enhance dialogue and cooperation, work in concert to promote and protect human rights and uphold peace and stability of the Korean Peninsula.
问：据报道，韩国总统朴槿惠在东盟-中日韩领导人会议上表示，希在不久的将来举行中日韩外长会晤，并在之后举行三国领导人会晤。中方对此有何回应？
Q: ROK President Park Geun-hye reportedly said at the Leaders’ Meeting between ASEAN, China, Japan and the ROK that she looks forward to a China-Japan-ROK Foreign Ministers’ Meeting in the near future, which could be followed by a trilateral leaders’ meeting. What is China’s response to that?
答：中方重视中日韩合作，同韩国等有关方面保持着密切沟通。希望日方拿出诚意，切实改善同邻国关系，为中日韩三国合作健康稳定向前发展创造良好气氛。
A: The Chinese side attaches importance to cooperation with the ROK and Japan and maintains close communication with the ROK and other relevant parties. We hope that the Japanese side can demonstrate sincerity, make earnest efforts to improve relations with its neighboring countries and create favorable atmosphere for the sound and steady growth of cooperation between China, Japan and the ROK.
问：据朝鲜媒体报道，朝鲜劳动党中央政治局常委、中央书记崔龙海将以金正恩特使身份访问俄罗斯，有分析称这反映出朝鲜正寻求实现对外关系多极化。中方对此有何评价？
Q: It is reported by the DPRK media that Choe Ryong-hae, a member of the Politburo Presidium and the Secretary of the Central Committee of the Workers’ Party of Korea, will visit Russia as the special envoy of Kim Jong-un. Analysts say that it shows that the DPRK is endeavoring to multi-polarize its diplomatic relations. What is China’s comment on that?
