尊敬的伦敦金融城市长拉塞尔先生，

很高兴出席由英国中国商会主办的第三届中英经贸论坛暨《2020英国中资企业发展报告》发布会。当前，新冠疫情肆虐全球，世界经济遭受重创，各国发展面临严峻挑战。在这样的背景下，本次论坛以“面向未来，共创发展与繁荣”为主题，可谓恰逢其时，具有特殊意义。
Itis a real delight to join you at the Third China-UK Economic and Trade Forum& the Launch Ceremony of “2020 Report on the Development of ChineseEnterprises in the UK” hosted by China Chamber of Commerce in the UK.
Asthe raging pandemic continues to deal a heavy blow to world economy and posessevere challenges to development, this Forum themed on “Partnership for FutureGrowth and Prosperity” is timely and bears special significance.
如何应对危机？如何在危机中育新机、于变局中开新局？人们常说，“信心比黄金更珍贵”。我认为，应对危机，我们尤要坚定“三个信心”：
Howshall we address the current crisis? How to find opportunities in crisis andopen up new prospects amid changes? The answer lies in a Chinese saying, whichgoes “Confidence is more precious than gold”.
Inmy opinion, in the face of the crisis, it is all the more important that westrengthen confidence in the following three aspects:
一要对经济全球化大势充满信心。当前，经济全球化遭遇逆风，世界正面临多边与单边、开放与封闭、合作与对抗的重大考验。个别国家出于政治私利，鼓吹“经济脱钩”、“平行体系”。但经济全球化是不可逆转的历史大势，是人类社会发展的必由之路。疫情再次提醒我们，世界是休戚与共的命运共同体，各国不可能退回封闭孤立状态。我们必须积极适应和引导好经济全球化，在发展中解决全球化出现的问题，不能任由单边主义、保护主义破坏国际规则秩序，干扰全球化正常进程。正如习近平主席在第三届中国国际进口博览会开幕式上所强调，“我们要坚持合作共赢理念，信任而不是猜忌，携手而不是挥拳，协商而不是谩骂，以各国共同利益为重，推动经济全球化朝着更加开放、包容、普惠、平衡、共赢的方向发展。”
First,we should strengthen confidence in economic globalisation.
Rightnow, economic globalisation is encountering headwinds. The world is facing animportant choice between multilateralism and unilateralism, between opennessand closedness, and between cooperation and confrontation.
Acertain country, out of its selfish political agenda, has been clamouring for“economic decoupling” and “parallel systems”. However, it has becomeincreasingly clear that globalisation is an irreversible trend of history andthe only road to the progress of human society.
Thepandemic reminds us once again that the world is a community where countriesshare weal and woe and face a common future. It is impossible for countries toretreat to seclusion and isolation. We must instead make vigourous efforts toadapt and move globalization in the right direction, and we must addressproblems arising from globalisation through further development. We cannot letunilateralism and protectionism undermine international rules and order anddisrupt the normal progress of globalisation.
AsPresident Xi Jinping said at the Opening Ceremony of the Third ChinaInternational Import Expo,
“Wemust uphold the principle of mutually beneficial cooperation. We need to buildtrust rather than second-guess each other; we need to join hands rather thanthrow punches at each other; and we need to consult rather than slander eachother. Bearing in mind the common interests that bind us all, countries need towork together to make economic globalization more open, inclusive and balancedfor the benefits of all.”
二要对中国开放发展充满信心。当前，中国疫情防控取得重大战略成果，经济呈现稳定转好态势，前三季度实现正增长，成为首个恢复正增长的主要经济体。中国正积极推动建设更高水平的开放型经济新体制，从实施外商投资法、扩容自贸试验区，到建设海南自由贸易港、多次削减关税、缩减外商投资准入负面清单，使中国市场更好成为世界的市场、共享的市场、大家的市场。我坚信，中国的巨大市场优势和开放格局将为全球经济复苏和增长提供更加强劲的动力。
Second,we should strengthen confidence in China’s open development.
Chinahas made strategic achievements in epidemic response. Its economy is showing amomentum of steady recovery, and has realised positive growth in the firstthree quarters of this year, making China the first major economy in the worldto have achieved positive growth after the pandemic.
Chinais making vigorous efforts to build an open economy at a higher level. Fromimplementing the Foreign Investment Law to expanding the pilot free tradezones, from building Hainan into a free trade port to cutting tariffs severaltimes and shortening the negative list for foreign investment, China isbuilding a market for the world, a market for sharing and a market foreveryone.
Iam confident that, with enormous market potential and policies of furtheropening-up, China will provide strong impetus for world economic recovery andgrowth.
三要对中英经贸合作充满信心。2019年，中英贸易总额达862.72亿美元，再创历史新高。今年前10个月，两国货物贸易额同比增长2.8%，超过同期中国总体外贸增速。我欣慰地看到，英国工商界普遍看好中国发展，坚持深化对华合作。在不久前结束的第三届中国进博会期间，英国参展企业签署了4.3亿英镑的商业订单。今年以来，三家中国行业龙头企业通过沪伦通在伦交所上市；敬业集团收购英国钢铁公司，不仅为当地保留了3200个工作岗位，而且承诺未来10年追加投资12亿英镑。两国企业均以实际行动为中英经贸合作投下“信任票”和“支持票”。
Third,we should strengthen confidence in China-UK business cooperation.
In2019, trade volume between China and the UK hit a new record of 86.272 billionUS dollars. In the first ten months of this year, trade in goods between ourtwo countries increased by 2.8% year-on-year, faster than the growth rate ofChina’s overall foreign trade in the same period.
Iam pleased to have seen that the UK business community remains optimistic aboutChina’s development and stays committed to deepening cooperation with China. Atthe Third China International Import Expo concluded not long ago, UK businessessigned contracts worth 430 million pounds.
Sinceearly this year, three Chinese companies that are leaders in their respectiveindustries have been listed at London Stock Exchange through theShanghai-London Stock Connect. China’s Jingye Group saved 3,200 local jobs byacquiring British Steel and pledged a further investment of 1.2 billion poundsin the coming ten years.
Withall these concrete actions, the businesses of our two countries have cast theirvote of confidence and support for China-UK business cooperation.

Ladiesand Gentlemen:
面对严峻挑战，我们不仅要满怀信心，更要抢抓机遇、开创未来。2021年，中国将迈进“十四五”发展新时期，英国要进入脱欧新阶段，中英双方应把握“三大机遇”：
Inthe face of severe challenges, we should not only strengthen confidence butalso seize the opportunities to create a brighter future.
In2021, China will enter a new stage of development marked by the 14th Five YearPlan. The UK will also enter a new stage after Brexit. There will be threeopportunities for our two countries.
一是中国构建新发展格局的历史机遇。上个月，中共十九届五中全会在北京召开，为中国未来5年乃至更长时期发展作出全面规划，提出新发展理念、明确新发展要求。中国正进入新发展阶段，将加快构建以国内大循环为主体、国内国际双循环相互促进的新发展格局，实施更大范围、更宽领域、更深层次的对外开放。中国推进“双循环”格局，必将给包括英国在内的各国企业带来更多合作机遇和更大发展空间。
Thefirst opportunity lies in China’s historic new development pattern.
TheFifth Plenary Session of the CPC Central Committee was held in Beijing lastmonth. This conference made comprehensive plans for China’s development in thecoming five years and beyond. New visions were outlined and new requirementsfor development were laid out.
Chinais entering a new development stage. We will accelerate the building of the“dual circulation” growth pattern in which the domestic market will play aleading role and international and domestic markets will reinforce each other.Under this new development paradigm, China will open up more areas and moresectors at a deeper level.
AsChina advances the “dual circulation”, it will provide more cooperationopportunities and more development space for businesses of all countries,including the UK.
二是中英对接发展战略的重要机遇。中英互为重要经贸伙伴，经济互补性强，利益融合度深，合作潜力巨大。中方坚持创新驱动发展、区域协调发展、加快发展现代产业体系；推进京津冀协同发展、长江经济带发展、粤港澳大湾区建设、长三角一体化发展等战略。英方致力于打造现代产业、促进区域均衡发展；实施“英格兰北方经济中心”、“英格兰中部引擎”等战略。中英加强战略对接，有利于促进双方市场和资源更好联通，有利于双方企业更好运营。中方欢迎英国企业来华投资兴业，也希望英国继续为中国在英企业提供开放、公平、公正、非歧视的营商环境。
Thesecond opportunity lies in the important synergy of the development strategiesof China and the UK.
Chinaand the UK are important business partners. Our two countries have higheconomic complementarity, deeply integrated interests and enormous potentialfor cooperation.
Chinais stimulating innovation, promoting balanced development between differentregions, and accelerating the growth of modern industries. We are advancingregional development strategies, such as the coordinated development ofBeijing, Tianjin and Hebei, Yangtze River Economic Belt, Guangdong-HongKong-Macao Greater Bay Area and the Yangtze River Delta.
Similarly,the UK is also committed to developing modern industries and promoting balanceddevelopment between different regions. It is implementing strategies such asthe Northern Powerhouse and the Midlands Engine.
Greatersynergy between the development strategies of our two countries will enablebetter connectivity between our markets and resources, as well as moreefficient operation of our businesses.
Chinawelcomes UK businesses and investments. And we hope that the UK will continueto foster an open, fair, just and non-discriminatory environment for Chinesebusinesses here in this country.
三是中英推进绿色发展的共同机遇。2021年中英将分别举办《生物多样性公约》第15次缔约方会议（COP15）和《联合国气候变化框架公约》第26次缔约方会议（COP26），双方正在加强磋商，共同推进两场大会协作增效。中国将坚定不移走绿色发展之路，大力推动生态文明建设，在核能、太阳能等清洁能源领域具有优势。英国则在绿色金融、低碳技术等方面独具特色。两国企业应抓住机遇，拓展双方在绿色金融、绿色科技、清洁能源等领域合作，共同引领全球绿色复苏和气变治理。
本次论坛还将首次发布英国中资企业发展年度报告，介绍在英中资企业植根英国、合作共赢、回馈社会的卓越业绩，展现中资企业与英国工商界携手推进两国经贸合作的的信心。我对此表示衷心祝贺。
Thethird opportunity lies in our shared commitment to green development.
In2021, China and the UK will host COP15 and COP26 respectively. Our twocountries are having close consultations to build up synergy between the twoconferences.
Chinais committed to the path of green development and protection of the ecologicalenvironment, and demonstrated considerable strength in clean energy such asnuclear and solar energy. The UK has special strength in green finance andlow-carbon technology.
Businesscommunities from China and the UK should seize the opportunities to expandcooperation in green finance, green technology and clean energy, and to be thestandard bearers in global green recovery and governance on climate change.
Iam happy to know that today’s Forum will witness the launch of the first Reporton the Development of Chinese Enterprises in the UK. This Report showcases theextraordinary achievements of Chinese enterprises that have taken root in thiscountry, engaged in win-win cooperation with their UK partners and contributedto the local community. It also embodies the confidence of Chinese enterprisesin working with the UK business community to advance China-UK cooperation. Iwould like to extend my heartfelt congratulations on the launch of the Report.

Ladiesand Gentlemen:
中国有句古语，“岁寒，然后知松柏之后凋也”。越是面临重大危机，我们越要坚定必胜信心、昂扬奋斗精神，危中寻机、化危为机，携手构建中英合作新格局，共同谱写中英共赢新篇章！
Asa Chinese saying goes,
“Onlyin the coldest winter,
Oneknows that pine and cypress do not wither.”
Thesame is true in time of major crisis. The tougher it gets, the greater the needto lift our spirits and strengthen our confidence. In this spirit, we will beable to turn the crisis into opportunities and turn the opportunities intosuccess.
Let’sjoin hands to open up new prospects and write a new chapter for China-UKwin-win cooperation!
