必须坚持节水优先，加快推动用水方式由粗放低效向节约集约转变，为中华民族永续发展提供坚实支撑。
要建立水资源承载能力评价体系，明确各地区水资源可利用量，全面建设节水型社会。
重点建立全天候、动态化水资源监测体系，发挥市场机制在水资源配置中的作用，完善相关法律体系，促进水资源高效、可持续利用。
