Ride the Wind of the "Golden Era" and Write a New Chapter of China-UK Financial Cooperation

很高兴出席今天的活动。我谨对中信银行伦敦分行隆重开业表示热烈祝贺！前两天，胡春华副总理来英出席第十次中英经济财金对话，双方成功启动“沪伦通”，达成69项成果。时隔两天，中英金融合作再传捷报，可喜可贺。
It is a real delight to join you at today's event. Let me begin by extending my warmest congratulations on the opening of China CITIC Bank London Branch!
Two days earlier, Vice Premier Hu Chunhua was here in the UK, where he co-chaired the tenth China-UK Economic and Financial Dialogue, launched the Shanghai-London Stock Connect, and witnessed 69 outcomes.
中信银行是中国改革开放后最早成立的新兴商业银行之一，也是最早参与国内外金融市场融资的商业银行。在改革开放的大潮中，中信银行不断成长壮大，屡创中国现代金融史上多个“第一”。据我了解，中信银行伦敦分行从正式启动申设，到正式获得英国主管部门授权，仅用了一年半的时间，使得中信银行成为用最短时间完成从代表处升格为分行的中资银行，这也为中信银行又添了一个新的“第一”。
我认为，中信银行在伦敦成立首家海外分行，有三方面重要意义：
The opening of China CITIC Bank London Branch is yet another good news of ever-closer China-UK financial cooperation. China CITIC Bank is one of the first commercial banks established after China began the great journey of reform and opening up. It is also the first commercial bank to engage in cross-border financing. Riding the wave of reform and opening up, China CITIC Bank has grown from strength to strength, setting many "records" in modern China's financial history.
Here in London, China CITIC Bank has set one more "record". I have learned that after officially launching the application process, China CITIC Bank has taken only one and a half years to obtain the license to establish a branch in London. This is the shortest time ever taken by a Chinese bank to upgrade its status in London from a representative office to a branch.
In my opinion, the opening of China CITIC Bank's first overseas branch bears three-fold significance.
第一，这是中资银行国际化发展的又一“里程碑”。我出使英国9年多来，亲眼见证了中资银行在英国的蓬勃发展，深刻感受到中国金融行业一步一个脚印，稳步融入国际金融市场。作为第8家在伦敦设立分行的中资银行，中信银行是这一国际化进程的生动例证。
First, it is a new milestone in the efforts of Chinese banks to explore the global market.
In my nine years as Chinese Ambassador to the UK, I have witnessed the progress of Chinese banks in the UK, which reflects China's steady integration in the international financial market. China CITIC Bank, as the eighth Chinese bank to have set up a branch in London, is a vivid example of this progress.
中信银行2015年在伦敦成立代表处以来，立足本地市场，借助集团在投行、基建等领域综合优势，积极搭建海外合作平台，推动跨境业务发展。随着伦敦分行的成立，中信银行将进一步完善服务网络，更好服务海外市场，持续为中资银行国际化发展注入新活力。
Since establishing a representative office in London in 2015, China CITIC Bank has been actively exploring the British market. It has leveraged the strengths of CITIC Group in investment banking and infrastructure building to build overseas platforms for cooperation and advanced its cross-border business.
The opening of the London Branch will enable China CITIC Bank to improve its network so as to provide better services in the overseas market. It also injects new energy to China's banking sector as Chinese banks continue to explore the global market.
第二，这是对中英金融合作光明前景的“信任票”。今年是中英建立代办级外交关系65周年，也是中英关系“黄金时代”稳步推进之年，两国金融合作已形成“你中有我，我中有你”的互利共赢格局。
Second, the opening of China CITIC Bank London Branch is a "vote of confidence" for the bright future of China-UK financial cooperation.
This year marks the 65th anniversary of the establishment of China-UK diplomatic relationship at the level of chargé d'affaires. The China-UK "Golden Era" is making steady progress as the financial sectors of our two countries forge a partnership of mutual benefit through win-win cooperation.
伦敦金融城是全球领先的金融、商业和经济中心，也是中国境外最大的离岸人民币市场。在英国脱欧背景下，市场和投资不确定性增加，但中信银行用实际行动对英国未来发展投下宝贵的“信任票”。展望未来，我相信，中英双方将以落实第十次经济财金对话成果为契机，进一步拓宽视野和思路，推动两国金融合作不断迈上新台阶。
There is no better example than the City of London, a world-leading financial, commercial and economic centre, and the largest offshore RMB market outside China.
As market and investment uncertainties rise due to Brexit, China CITIC Bank has cast an invaluable "vote of confidence" for the future development of the UK through concrete actions.
Looking forward, I am confident in the future of our financial cooperation. Our two countries should seize the opportunities of the outcomes of the tenth Economic and Financial Dialogue to expand our vision and explore new ways to bring our financial cooperation to a new level.
第三，这是中国全面深化改革、扩大开放的“新体现”。改革开放40多年来，中国取得举世瞩目的发展成就，特别是金融行业通过历史性变革，基本建成具有国际竞争力的现代市场体系。
Third, the opening of China CITIC Bank London Branch strengthens China's determination to deepen reform on all fronts and open its door wider to the world.
In the past more than 40 years since the beginning of reform and opening up, China has achieved remarkable success in its development. In particular, it has carried out historic reforms in its financial sector and established a modern, internationally competitive market system.
共建“一带一路”是中国新一轮对外开放的重大举措，也为更多中资企业提供了拓展海外合作的新机遇。近年来，中信银行积极参与“一带一路”建设，完善海外布局，打造“金融丝绸之路”。此次中信银行伦敦分行的成立表明，尽管面临贸易保护主义和单边主义挑战，中国开放的大门不会关上，只会越开越大。
The Belt and Road Initiative is China's major step in a new round of opening up. It has created new opportunities for Chinese companies to expand their overseas market.
In recent years, China CITIC Bank, through improving its overseas layout, has been actively engaged in BRI development, especially in the building of the "Financial Silk Road".
The opening of China CITIC Bank London Branch proves that, despite the challenges of protectionism and unilateralism, China will not close its door; Instead, China will open its door even wider to the world.
展望未来，随着中国资本市场双向开放持续推进，我们将不断完善市场化、法治化、便利化的营商环境，欢迎更多英国金融机构和企业赴华投资兴业，实现互利共赢。
Going forward, as China opens its capital market wider both-ways, its business environment will continue to improve to become more market-oriented, law-based and business-facilitating. British financial institutions and companies are welcome to invest or set up businesses in China. This will definitely be a win-win for both sides.
