欢迎大家出席今天的活动。我谨代表中国驻东盟使团对远道而来的中日韩合作秘书处、东盟与中日韩宏观经济研究办公室、亚洲金融合作协会以及菲律宾、泰国、中国的同事们表示热烈欢迎。我也想借此机会对承办此次论坛的哈比比中心以及参与相关筹备工作的中、菲使团同事们表示衷心感谢。我也要特别感谢林玉辉秘书长拨冗出席今天的活动，启动“中国—东盟关系雅加达论坛”。
On behalf of the Chinese Mission to ASEAN, I wish to express warm welcome to distinguished delegates from the China-Japan-Korea(CJK) Trilateral Cooperation Secretariat, ASEAN+3 Macroeconomic Research Office (AMRO), Asian Financial Cooperation Association (AFCA) and experts from the Philippines, Thailand, Indonesia and China. I also wish to acknowledge the Habibie Center, Permanent Mission of the Philippines and colleagues of my mission for your hard work to make this event a reality. I want to thank in particular, Dato Lim Jock Hoi, for gracing this event to inaugurate the Jakarta Forum.
今天是“中国－东盟关系雅加达论坛”系列活动的首场活动。该系列论坛由中、菲两国使团共同发起和创办，立足中国—东盟关系，面向东亚，放眼亚太。
This is the inaugural one of the series of Jakarta Forum, a forum co-established by my mission and the Philippine Mission as the country coordinator for China-ASEAN relations. With a focus on China-ASEAN relations, this forum will also offer perspectives on issues of the region and beyond.
我们希望通过深入交流，为推动中国—东盟关系提质升级集思广益。过去几十年，中国和东盟国家携手追梦，共同成长。中国和东盟国家山水相连、人文相通，友好交往源远流长。近年来，双方加强战略沟通，共建“一带一路”，深化人文交流，妥善处理分歧，维护地区稳定。中国—东盟关系已进入全方位发展的新阶段。
First and foremost, we hope it can be a platform for discussions and ideas that will further energize China-ASEAN relations. China-ASEAN relations are multi-faceted, profound and bound even more closely and substantively as we move into a new era. We have enjoyed stronger strategic communication both at the bilateral and China-ASEAN level, worked closely in implementing the “Belt and Road Initiative”, facilitated trade links and people to people exchanges, and properly handled differences with a shared aspiration for peace and stability.
去年11月中国—东盟领导人会议发表了《中国—东盟战略伙伴关系2030年愿景》，为双方关系中长期发展指明了方向，也为东亚合作注入了新动力。今年是落实“2030愿景”的开局之年，我们期待与各方共同为提升中国—东盟关系贡献智慧，携手迈向更加美好的“2030愿景”。
The China-ASEAN Strategic Partnership Vision 2030, issued at the China-ASEAN Summit last November, charted the course for our relations in the decade to come. This year kicks off the implementation of the Vision 2030. We look forward to support, participation, wisdom and ideas of all parties to contribute to this endeavor.
我们希望通过凝聚共识，为推动东亚层面联手应对共同的风险挑战出谋划策。当前，东亚保持了和平稳定局面，热点问题走上对话协商解决轨道，经济保持较快增长，区域合作蓬勃开展，成为世界发展的重要引擎和国际合作的高地。国际格局正处于大动荡、大调整、大变革之中，不确定性、不稳定性上升。在此背景下，东亚国家要加强团结，凝聚共识，共担时代之责任，共迎时代之挑战，充分发挥作为增长发动机和变局稳定器的作用，以东亚合作引领世界发展。
Second, we hope the Forum can stimulate discussions and offer inspirations and possible solutions to common challenges in the region. Whereas the global political and economic landscape is undergoing profound changes, with rising uncertainties in other parts of the world, East Asia is blessed with overall peace, stability and sustained development. Nevertheless, we shall not lose sight of risks and challenges and rest on our shores. We shall stay united, build more consensus, be better prepared for any possible senarios and take up the responsibilities to tackle challenges together, so that the East Asia region will continue to be an engine of the global economy and a role model for multilateral cooperation and regional integration.
我们希望通过思想碰撞，为推进亚太合作理念联通和创新提供助力。互联互通是当下的时髦词汇。第二届“一带一路”国际合作高峰论坛将在4月份举行，这是中国政府致力推动域内乃至更广泛地区互联互通合作的新的重要努力，相信将引领“一带一路”合作朝着更高质量、更高标准、更高水平的方向发展。
Third, we hope the Forum can help build a network of thoughts and ideas for the broader Asia-Pacific cooperation. Connectivity is the buzzword of the world. The second international forum on Belt and Road Initiative will be held in April, a fresh effort by Chinese government to promote connectivity of this region and beyond, which I believe, will lead to higer quality, higher standard, and higher level of cooperation.
我们要建设的互联互通，不仅是修路架桥的物理联通，更应该是信息、人员、理念三位一体的思想联通。思想联通就像一张网，连接的点越多，这张网就越有力量。当前，亚太地区的各种倡议层出不穷。我们希望为这些倡议提供一个交流互鉴的平台，通过思想碰撞产生一些火花，相互启示，增进理解，共同寻找通向开放、包容、稳定、繁荣的合作路径。
Aside from the physical one, we wish to enhance connectivity of information, personnel and ideas. With a cluster of new concepts, ideas and initiatives surfacing in the Asia-Pacific, we hope this forum can provide a platform to discuss and better understand these issues, so that we can harness the best of various resources for the common goal of building an open, inclusive, stable and prosperous Asia-Pacific region.

Ladies and gentlemen,
Dear colleagues,
国际金融危机爆发至今已过去10年、亚洲金融危机爆发也已过去20年。这两次危机都对亚洲产生了深远影响。我们之所以能够经受住考验，持续成为全球经济增长的重要引擎，东盟和中日韩发挥了中流砥柱作用，为应对危机而诞生的10+3合作机制功不可没。财金合作是10+3起步最早、成果最实的领域，我们打造了清迈倡议多边化、宏观经济研究办公室等品牌项目，机制化建设日趋成熟。
It has been more than a decade since the outbreak of the global financial crisis and two decades following the Asian financial crisis. We Asian countries have stood the tests and continued to be leading engines for global growth. ASEAN, China, Japan and the ROK have each played a critical role in this process, and the ASEAN Plus Three cooperation framework shall also claim the credit. Financial cooperation is the earliest and most fruitful area under APT framework. With flagship products of CMIM and AMRO, APT has made great strides in contributing to financial safety and stability of the East Asia.
在当前国际资本市场不确定性增大、地区金融风险上升的背景下，深化10+３财金合作更具紧迫性。多年来，10+３合作领域中的低垂果实已所剩不多，我们需要进一步探索和培育新的合作增长点。比如提升清迈倡议多边化的可用性、有效性和安全性，研究本币出资问题；比如强化宏观经济研究办公室的经济监测能力，强化区域金融风险预防与救助体系的问题；再比如用好区域信用担保与投资基金，推进本币债券市场发展问题等。这些都是我们维护区域金融稳定、完善区域金融合作体系面临的重要课题。
Faced with rising uncertainties in the global capital markets and growing financial risks, the need to deepen financial cooperation is ever more pressing. As the low-hanging fruits have almost been picked, there is need to aim higher, explore new potentials of growth. For example, how to take concrete steps to make CMIM more effective, secure and readily available, and shall it be capitalized with local currencies; how to support ARMO in improving its economic surveillance capacity and consolidate regional mechanisms for financial risk prevention and rescue; how to make good use of the Credit Guarantee and Investment Facility (CGIF) and develop local currency bond markets. All these are important and pressing issues to be addressed.
在座的不少人都是金融和经济领域专家。希望大家通过今天的交流，积极就上述议题建言献策，达成一些共识，为加强东亚金融合作做出我们的应用贡献，也为“雅加达论坛”未来发展做出有效的探索。
Many present here today are experts in finance and economy. I hope you can make full use of this platform to share thoughts and expand common ground, so that we can collectively make our due contribution to East Asian financial cooperation and in this way, this Forum also serves its purpose.
