问：近日，第七届美洲国家首脑会议在巴拿马举行。中方对此次会议有何评价？峰会期间，美国和古巴领导人实现会晤，中方对此有何评论？
Q: The 7th Summit of the Americas was held in Panama. How does China comment on this summit? Leaders from the US and Cuba met with each other on the sidelines of the summit, and what is China’s view on this?
答：我们注意到这是美洲国家首脑会议历史上首次35个国家全体出席，与会各方均表现出进一步加强交往、开展合作的意愿。西半球的稳定与发展符合各方利益，我们乐见美洲国家在相互尊重、平等相待、互不干涉内政的基础上发展彼此关系，希望美洲国家首脑会议继续在这方面发挥积极作用。
A: We have noted that this year’s summit is the first in history that includes leaders of all 35 member states. All parties have shown the willingness to further enhance interaction and carry out cooperation. Stability and development of the Western Hemisphere meets the interests of all. We welcome the development of relations among American countries on the basis of mutual respect, equal treatment and non-interference in each other’s domestic affairs, and hope that the Summit of the Americas would continue to play a positive role in this regard.
中方欢迎和支持古美双方积极推进关系正常化进程。中方一贯主张，古巴人民自主选择发展道路、自主决定本国事务的权利应当受到尊重。古美改善关系符合两国和两国人民利益，也有利于地区的稳定和发展。
China welcomes and supports the process of normalizing bilateral relations between the US and Cuba. It is China’s consistent position that the right of the Cuban people to independently choose the path of development and decide their own national affairs should be respected. The improvement of Cuba-US relations is in the interests of the two countries and two peoples, and is conducive to regional stability and development.
问：第一，美国网络安全公司“火眼”（FireEye）日前称，来自中国的黑客在过去的十年里对一些国家进行了网络攻击。中方对此有何评论？第二，中方为何拒绝台湾作为意向创始成员加入亚投行？
Q: First, the US cyber security firm “FireEye” said that hackers from China have been launching cyber attacks against some countries in the past decade. Does China have any comment on this? Second, why does China refuse Taiwan’s application to the Asian Infrastructure Investment Bank for prospective founding membership?
答：第一个问题，我要强调，中国政府坚决禁止并严厉打击各种形式的黑客攻击，这一立场是一贯和明确的。黑客攻击是全球性问题，需要国际社会合作应对，而不是无端指责和猜疑。
A: On your first question, I’d like to emphasize that the Chinese government resolutely forbids and cracks down on all forms of hacker attacks. This position is consistent and clear. Hacker attack is a global issue which requires cooperative response from the international community rather than groundless finger-pointing and suspicion.

On your second question, today the spokesperson of the Taiwan Affairs Office of the State Council has made the position clear. I have nothing new to offer.
问：印度总理莫迪日前在巴黎表示，印度为联合国维和事业作出重大贡献，有权成为安理会常任理事国。中国作为“五常”之一尚未表示支持印度“入常”。中方对此有何回应？
Q: Indian Prime Minister Modi said in Paris that India has made notable contributions to the UN peacekeeping missions, and that it is India’s right to get a permanent seat in the UN Security Council. As one of the five permanent members of the UN Security Council, China hasn’t endorsed India’s aspiration. What is China’s response to this?
答：中国支持联合国安理会改革，主张增加发展中国家的代表性和发言权。我们高度重视印度作为发展中大国在国际和地区事务中的地位和作用，理解并支持印度希望在联合国等多边机构发挥更大作用的愿望。安理会改革涉及联合国长远发展和全体会员国切身利益，中方愿继续同各方一道，通过广泛、民主协商，就安理会改革寻求能够兼顾各方利益和关切的“一揽子解决”方案。
A: China supports the reform of the UN Security Council, and stands for enhancing the representativeness and raising the voice of developing countries. We attach great importance to India’s status and role in international and regional affairs as a major developing country, and understand and support India’s aspiration to play a bigger part in the UN and other multinational institutions. The UN Security Council reform bears on the long-term development of the UN and the immediate interests of all member states as well. China, together with all parties, stands ready to seek a package solution to the UN Security Council reform that accommodates the interests and concerns of all parties based on extensive and democratic consultation.
问：你刚才提到的“一揽子解决”方案是针对联合国整体改革还是安理会改革？
Q: You just mentioned “a package solution”. Can you explain whether it refers to the reform of the UN as a whole or just the Security Council?
答：联合国安理会改革涉及方方面面的问题，关乎联合国长远发展和全体会员国切身利益。我们一贯主张通过广泛、民主协商，就各方面问题达成一致，寻求共识，这是我们提出针对安理会改革“一揽子解决”方案的内涵。同时我们也提出，联合国是一个非常大的机构，除安理会改革外，联合国在社会、发展等领域也需要改革。
A: The UN Security Council reform involves all aspects and bears on the long-term development of the UN and the immediate interests of all member states as well. We maintain that agreement and consensus be reached on various issues through extensive and democratic consultation, and this is what we mean by a “package solution” to the UN Security Council reform. Meanwhile we are of the view that the UN is a colossal institution, and reforms are required not only in the Security Council but also in social and development areas.
问：据报道，12日，美国前国务卿希拉里·克林顿宣布将参加2016年美国总统大选。中方对此有何评论？
Q: On April 12, former US Secretary of State Hillary Clinton announced that she would run for the 2016 US presidential election. Does China have anything to say on this?
答：美国总统选举是美国内政。我想强调的是，保持中美关系健康稳定发展符合两国人民根本利益，也有利于维护亚太乃至世界的和平、稳定与繁荣。我们愿与美方共同努力，推动中美新型大国关系建设不断取得新的进展。
A: The US presidential election is an internal affair of the US. Here I’d like to stress that the sound and steady development of China-US relations is in the fundamental interests of the two peoples, and helpful to safeguard peace, stability and prosperity of the Asia-Pacific and the world. We are willing to join hands with the US to strive for constantly new progress in the building of the new model of major-country relationship between China and America.
