Joint Statement on Strengthening Comprehensive Strategic Partnership between the People’s Republic of China and The Republic of Indonesia

一、应中华人民共和国主席习近平邀请，印度尼西亚共和国总统佐科·维多多于2015年3月25日至28日对中国进行国事访问并出席博鳌亚洲论坛2015年年会。
1. At the invitation of President Xi Jinping of the People’s Republic of China, President Joko Widodo of the Republic of Indonesia paid a state visit to China and attended the Boao Forum for Asia (BFA) Annual Conference from 26 to 28 March 2015.
二、访问期间，习近平主席同佐科总统在亲切友好气氛中举行会谈，就双边关系及共同关心的国际地区问题广泛深入交换意见，达成重要共识。国务院总理李克强、全国人大常委会委员长张德江也分别会见佐科一行。
2. During the visit, President Xi Jinping and President Joko Widodo held friendly talks, had an in-depth exchange of views on bilateral relations and a wide range of international and regional issues of shared interest, and reached important consensus. Premier Li Keqiang of the State Council and Chairman Zhang Dejiang of the Standing Committee of China’s National People’s Congress will also meet with President Joko Widodo.
三、两国元首对两国关系发展表示满意并强调，中印尼建立全面战略伙伴关系以来，政治互信不断加深，务实合作成果丰硕，人文交流日益密切。两国关系持续深入发展符合两国人民共同利益，也为地区和平稳定和世界发展繁荣作出重要贡献。双方应共同努力，使两国全面战略伙伴关系在新形势下更加体现主权平等、相互尊重、相互信任、互利互惠、团结协作的特性。
3. The two Presidents expressed their satisfaction with the development of bilateral relations, stressing that since the establishment of comprehensive strategic partnership, the two countries have deepened political mutual trust, reaped rich fruits in practical cooperation, and strengthened people-to-people and cultural exchanges. The continuous deepening of China-Indonesia relations serve the common interests of the peoples of the two countries, and greatly contributes to regional peace and stability and world development and prosperity. The two sides should make joint efforts to highlight the distinctive features of the comprehensive strategic partnership, namely sovereign equality, mutual respect, mutual trust, mutual benefit, reciprocity, unity and coordination, in the new era.
四、两国元首一致认为，中国和印尼在地区和多边层面拥有广泛共同利益，在维护地区和平稳定、促进世界繁荣发展、全面推动南南合作、应对全球性议题方面是重要合作伙伴，应加强战略沟通与协作。
4. The two Presidents held the view that China and Indonesia share extensive interests in regional and multilateral arenas. As important partners in maintaining regional peace and stability, promoting world prosperity and development, advancing South-South cooperation, and addressing global issues, the two countries should strengthen strategic communication and coordination.
两国元首一致同意未来双方将重点加强以下领域合作：

五、双方同意继续保持高层交往势头，加强两国领导人间互动沟通，做好两国关系顶层设计，及时就双边关系和共同关心的问题交换意见，增进互信，扩大共识。两国元首一致同意将尽快商签《中印尼全面战略伙伴关系未来五年行动计划》。两国元首一致同意，作为中印尼全面战略伙伴关系重要组成部分，双方应积极推动各领域可行、互利的具体合作项目。
5. The two sides agreed to maintain high-level exchanges, enhance interaction and communication between the Leaders of the two countries, develop a master plan for bilateral relations and conduct timely exchange of views on bilateral relations and issues of shared interest to promote mutual trust and build up consensus. The two Presidents agreed to sign the Five-Year Plan of Action for China-Indonesia Comprehensive Strategic Partnership at an early date. The two Presidents also agreed that, as an integral part of the Comprehensive Strategic Partnership between China and Indonesia, both sides should actively promote concrete, doable and mutually beneficial cooperation projects in various areas.
六、双方强调将充分发挥由中国国务院国务委员分别与印尼政治、法律和安全统筹部长、经济统筹部长牵头的中印尼副总理级对话和高层经济对话、两国外交部长牵头的政府间双边合作联委会等各领域、各层级交流合作机制作用，统筹协调两国各领域合作，为中印尼全面战略伙伴关系向纵深发展做好科学设计和总体规划。两国元首支持建立由中国负责人文交流事务的副总理和印尼人类发展与文化统筹部长牵头的中印尼副总理级人文交流机制。
6. The two sides agreed to fully leverage the role of cooperation mechanism in various areas and at various levels, such as the Bilateral Dialogue between China’s State Councilor and Indonesia’s Coordinating Minister for Political, Legal and Security Affairs and the High-Level Economic Dialogue between China’s State Councilor and Indonesia’s Coordinating Minister for Economic Affairs, as well as Joint Commission for Bilateral Cooperation between the Ministers of Foreign Affairs of the two countries, so as to better coordinate bilateral cooperation in various fields, and make scientific design and overall plan for deepening China-Indonesia comprehensive strategic partnership. The two Presidents endorsed the establishment of the People-to-People Exchange Mechanism at the Coordinating Minister-Vice Prime Ministerial Level between China and Indonesia to be led by China’s Vice Premier for people-to-people exchanges and Indonesia’s Coordinating Minister for Human Development and Cultural Affairs.
七、双方同意进一步加强司法、执法领域合作，加强在打击跨国犯罪、禁毒、反贪、追逃追赃、网络安全、出入境管理以及执法能力建设领域务实合作，承诺在情报信息交流、案件协查、缉捕和遣返犯罪嫌疑人等方面相互支持。双方将尽快签署中国公安部和印尼警察总部关于打击跨国犯罪的有关合作文本。双方愿在力所能及范围内继续在执法培训和技术装备等方面相互支持。
7. The two sides agreed to further enhance cooperation in judicial and law enforcement affairs, especially in combating transnational crimes, anti-drug trafficking, anti-corruption, extradition of corrupt officials who have fled abroad and asset recovery, cyber-security, enhancing border entry and exit management, law enforcement capacity building, and exchanging support in intelligence sharing, investigation, arrest and repatriation of suspects. The two sides would sign the Agreement/ Memorandum of Understanding on Cooperation in Preventing and Combating Transnational Crime between the Ministry of Public Security of China and the Indonesian National Police at an early date. The two sides will continue to provide support for each other in law enforcement training, technology and equipment within the realm of their respective capabilities.
八、双方认为，恐怖主义是人类公敌。双方将在情报交流、联合侦讯、网络反恐、去极端化等领域加强合作，共同应对恐怖主义威胁。双方将积极在提高各自反恐能力建设方面相互支持。
8. The two sides agreed that terrorism is the common enemy of humanity. The two sides will strengthen cooperation in intelligence exchange, joint investigation, countering cyber terrorism and eradication of extremism, and jointly deal with the threat of international terrorism. The two sides will actively support each other in building their respective anti-terrorism capabilities.
九、双方积极评价两国防务合作成果，承诺将进一步加强军事高层交往，用好防务安全磋商、国防科技工业合作联委会、海军对话等机制，提升联演联训、军工军贸、军舰互访、人员培训、多边安全等领域合作水平。双方一致鼓励建立两国其他军种间的对话平台。
9. The two sides spoke highly of the fruits of bilateral defense cooperation and were committed to further strengthening high-level military exchanges, making good use of such mechanisms as defense and security consultation, joint commission of defense technology and industry, as well as navy dialogue. The two sides agreed to raise the level of cooperation in joint exercises and training, military industry and trade, mutual visits of military vessels, personnel training and multilateral security. The two sides agreed to encourage the establishment of dialogue forums between other armed forces of the two countries.
十、两国元首表示，双方将在涉及彼此核心利益的重大问题上继续给予对方坚定支持，继续奉行和平共处五项原则，相互尊重主权、独立和领土完整。习近平主席表示，中国支持印尼政府为维护国家统一和领土完整所作努力。佐科总统重申，印尼坚定奉行一个中国政策，支持中国和平统一事业。
10. The two Presidents agreed that the two sides will give each other firm support on important issues concerning their respective core interests, continue to uphold the five principles of peaceful coexistence, and respect each other’s sovereignty, independence and territorial integrity. President Xi Jinping reaffirmed China’s support for the efforts of the Indonesian government to maintain national unity and territorial integrity. President Joko Widodo reiterated Indonesia’s firm commitment to the One China Policy, and support for China’s peaceful reunification.

Trade, Investment and Economic Development
十一、双方认为，习近平主席提出的建设“21世纪海上丝绸之路”重大倡议和佐科总统倡导的“全球海洋支点”战略构想高度契合。双方同意发挥各自优势，加强战略交流和政策沟通，推动海上基础设施互联互通，深化产业投资、重大工程建设等领域合作，推进海洋经济、海洋文化、海洋旅游等领域务实合作，携手打造“海洋发展伙伴”。
11. The two sides held the view that the initiative of the 21st-Century Maritime Silk Road proposed by President Xi Jinping and the strategy of the Global Maritime Fulcrum initiated by President Joko Widodo are highly complementary to each other. The two sides agreed to synergize them to each other’s advantages, strengthen strategy and policy communications, advance maritime infrastructure connectivity, deepen cooperation in industrial investment and major project construction, enhance practical cooperation in maritime economy, maritime culture, maritime tourism, so as to develop a Maritime Partnership together.
十二、双方欢迎中印尼高层经济对话首次会议于2015年1月26日在北京举行，承诺积极落实中印尼经贸合作五年发展规划，尽快签署《中华人民共和国和印度尼西亚共和国经贸合作五年发展规划优先项目清单》，共同推动两国经贸和投资合作长期、健康、平衡、可持续发展。双方同意落实中国-东盟自由贸易区有关协议，以改善全面市场准入条件。双方欢迎中国国家发展和改革委员会与印尼经济统筹部签署《中印尼经济合作谅解备忘录》。
12. The two sides welcomed the first meeting of the High Level Economic Dialogue in Beijing on 26 January 2015. Both sides pledged to actively implement The Five-Year Development Plan of China-Indonesia Economic and Trade Cooperation and to finalize the List of Priority Projects at an early date with a view to bolstering investment and long-term, healthy, balanced and sustainable growth of bilateral trade cooperation. The two sides agreed to implement the related free trade agreements between China and ASEAN, so as to improve overall market access conditions. The two sides welcomed the signing of the Memorandum of Understanding between the National Development and Reform Commission of the People’s Republic of China and the Coordinating Ministry for Economic Affairs of the Republic of Indonesia on Economic Cooperation.
十三、中方将鼓励企业扩大进口印尼产品，为印尼企业来华举办贸促活动提供便利。双方同意扩大双向投资规模，鼓励各自企业到对方国家投资，支持探讨重签中印尼投资保护协定，并按照双方法律规定保护投资者合法利益。双方欢迎中国国家开发银行与印尼国有企业部签署共同支持中国优质企业与印尼国有企业的合作谅解备忘录。
十四、双方同意深化基础设施与产能合作，鼓励两国企业在铁路、公路、港口、码头、机场等基础设施领域，在电力、光伏、钢铁、有色金属、造船、建材等产能领域开展交流与合作。双方同意就比通经济特区等项目保持密切沟通，深入探讨具体合作设想和方式。双方欢迎中国国家发展和改革委员会与印尼国有企业部签署《中印尼基础设施与产能合作谅解备忘录》和《中印尼雅加达—万隆高铁合作谅解备忘录》。
14. Both sides agreed to deepen infrastructure and industrial cooperation, encourage the enterprises of both countries to conduct exchanges and cooperation in the above-mentioned areas such as railways, roads, ports, docks, airports, electric-power, solar-power, steel, nonferrous metal, shipbuilding and building materials. The two sides agreed to maintain close communication on the development of the Bitung Economic Special Zone and other projects, and explore specific ways and methods for carrying out cooperation. The two sides welcomed the signing of the Memorandum of Understanding on Infrastructure and Industrial Cooperation and Memorandum of Understanding on Cooperation on the Jakarta-Bandung High Speed Rail Project between the National Development and Reform Commission of the People’s Republic of China and the Ministry of State-owned Enterprises of the Republic of Indonesia.
十五、双方支持两国企业就印尼第一期1000万千瓦燃煤电站租赁运营开展合作。中方欢迎印尼未来五年电站发展规划，同意鼓励中国企业寻找互利投资机遇。印尼方欢迎中方参与印尼下一阶段3500万千瓦电站建设，并愿与中方积极探讨在电网规划、建设、运营和维护方面合作。双方同意使用环保、可持续技术开展电站建设互利合作。
15. The two sides support the enterprises of both countries to conduct cooperation on the lease and operation of the first-phase 10,000MW coal power plants in Indonesia. The Chinese side welcomed Indonesia’s new plan to develop power plants for the next five years and agreed to encourage Chinese enterprises to look for mutually beneficial investment opportunities. The Indonesia side welcomed the Chinese side to participate in the construction of the 35,000MW power plant in the next phase and stands ready to explore cooperation in the planning, construction, operation and maintenance of electrical grids with the Chinese side. The two sides agreed to conduct cooperation on the construction of power plant through environmentally sustainable technologies on a mutually beneficial basis.
十六、双方承诺将加快推进中印尼综合产业园区建设，并尽快成立两国政府间协调委员会。印尼方表示将尽快出台园区配套优惠政策，为更多中国企业根据印尼法律法规入园提供保障和便利，加快推进园区建设。
16. The two sides promised to speed up the construction of China-Indonesia Integrated Industrial Parks and establish the inter-governmental coordinating committee as soon as possible. The Indonesian side will introduce preferential policies for the industrial parks to provide safeguard and facilitation for more Chinese enterprises to enter the park in accordance with the Indonesian laws and regulations, so as to accelerate the development of the Industrial Parks.
十七、双方同意发挥两国能源论坛作用，尽早召开第五次中印尼能源论坛，加强中印尼海陆油气资源开发、炼化、储存以及煤炭、电力等领域合作，探讨水电、太阳能、风能等清洁能源领域合作，尽早签署《中华人民共和国政府和印度尼西亚共和国政府关于和平利用核能协议》，推动中印尼能源合作向更多层次、更宽领域发展。
17. The two sides agreed to better leverage the role of the China-Indonesia Energy Forum, hold the 5th China-Indonesia Energy Forum at an early date, strengthen cooperation in the development, refinery and storage of land-sea oil and gas resources as well as coal mining and power generators, explore cooperation in clean energy sectors such as water, solar and wind power, work for the early signing of the Arrangement between the Government of the People’s Republic of China and the Government of the Republic of Indonesia for Cooperation in Peaceful Uses of Nuclear Energy and push for multi-level and wide-ranging energy cooperation between China and Indonesia.
十八、双方同意用好中印尼农业联委会机制作用，加强在杂交水稻种植、经济作物开发、农业技术交流、动物疫病防控、食品安全等领域合作，探讨建立农业合作产业园区和水稻合作生产园区。加强两国检验检疫合作，促进两国农产品贸易顺利发展。
18. The two sides agreed to make full use of the China-Indonesia Joint Committee on Agriculture, strengthen cooperation in the fields of hybrid rice planting, commercial crops development, agriculture technology exchange, food safety and animal disease prevention and control, and explore the feasibility of establishing the Agriculture Cooperation Industrial Park and the Rice Cooperation Production Park. The two sides will strengthen cooperation in inspection and quarantine to facilitate trade in agriculture products.
十九、中方将继续通过双多边金融渠道为印尼基础设施和大项目建设提供融资支持。双方同意在两国双边本币互换协议执行层面加强合作，并探讨进一步扩大本币结算规模。双方积极评价亚洲基础设施投资银行对于促进区域互联互通和经济发展的重要意义，表示将与有关各方共同努力将亚投行打造成专业高效的基础设施投融资平台。
19. China will continue to provide financing support for Indonesia’s infrastructure construction and large projects through bilateral and multilateral financial channels. The two sides agreed to strengthen cooperation in the implementation of bilateral local currency swap agreement and explore the possibility of further enlarging the scale of local currency settlement. The two sides applauded the significant role of Asian Infrastructure Investment Bank (AIIB) in promoting regional connectivity and economic development and were committed to making joint efforts with the related parties to build AIIB into a professional and efficient platform for infrastructure investment and financing.
二十、双方同意将积极开展税务合作，共同为加强全球税收合作，打击国际逃避税，帮助发展中国家和低收入国家提高税收征管能力而努力，为两国投资和经贸往来提供有利的税收环境。双方欢迎签署中印尼避免双重征税协定议定书及谅解备忘录。
20. The two sides agreed to actively conduct taxation cooperation and work to enhance global taxation cooperation, combat international tax evasion and help developing countries and low-income countries build up capabilities in terms of taxation and related administration. The two sides agreed to create favorable taxation environment for investment, economic cooperation and trade between the two countries. The two sides welcomed the signing of the Protocol to and Memorandum of Understanding on the Agreement between the Government of the People’s Republic of China and the Government of the Republic of Indonesia for the Avoidance of Double Taxation and the Prevention of Fiscal Evasion with Respect to Taxes on Income.
二十一、双方同意加强两国航空运输合作，以促进中印尼经贸、旅游合作及人文交流。
21. The two sides agreed to enhance air transport cooperation between the two countries so as to facilitate the growth of economic, trade and tourism relations, as well as people-to-people contact between China and Indonesia.
